Unlike actual lighting this will not harm the user, however once the users fingers have skin on skin contact they can send a quick shock to the opponent, once the contact is broken the jolt will stop, this can be enough to give the user a chance to escape or stun an enemy. If the opponent makes the user touch themselves then the shock will still be transferred.

In doing so it will allow them to create friction, one the user builds up enough chakra they will clap there hands together and create a flash of light in order to stun the opponent for enough time to escape. If the user does not close their eyes when the flash happens they will be stunned as well.
