The year is 1928, and times are wild in Gotham. It's a mob town to the core, with all but a handful of police bought, and everything for sale. But amidst the corruption and debauchery, winds of change are blowing. A handful of masked vigilantes are starting to fight back, and they in turn are opposed by a rogue's gallery of deranged super-criminals.
