This is a fūinjutsu can be used to drain chakra from a person. This is done by laying the person on top of the formula. As the technique extracts chakra, it can also be used to transport chakra, as the caster can absorb the chakra so long as he is in close proximity to the seal.

Description:

This Cursed Seal is given to those willing to take it and when given the seal they are given specific things they wont speak about before the seal is placed. When the wearer of this Cursed Seal speaks about anything that they promised they wouldn't by the user, their entire body will be paralyzed, taking away their ability to speak or move. It is applied to the tongue and takes the shape of three solid lines and two broken lines from the back of the tongue to the tip. However, one can break free from the seal with a strong enough release of chakra or after the user dies. After the user dies the seals disappeared from all who have the seal.

[1] | First Tech: "Ninjutsu, Fūinjutsu, Chakra Absorption Techniques" Those are the proper types for the technique.

[2] | Second Tech: This can already be done by generic sealing technique. We've seen, techniques, a miniature lake, and even objects utilized in correlation with Generic Sealing Technique, so i'll have to deny this.

[3] | Third Tech: This would be a ninjutsu, a prerequisite would be a empty sealing tag / a pre-made sealing technique.

[4] | Fourth Tech: Same as above for the prerequisite, To make it fit our forum, when placed on the target, it reduces the Chakra Control skill of the user by [2] Rank. It will also be titled ninjutsu, and it wouldn't be fuinjutsu as it doesn't seal but disrupt. Which means you must change the title or put the technique in another thread..

[5] | Fifth Tech: All Good.

[6ALL] | Modify them all to have B-Rank / A-Rank / S-Rank instead of saying B Fuinjutsu. Simply for less confusion.
