Chatango Name:Houshima Suggestion:I suggest that Kage's create missions for their shinobi and that majority of the missions created require some kind of interaction with foreign shinobi (Other PC characters). An example of this would something like:
Search the Abandon Caravan! Rank: C Requirements: Genin Squad or 1 Chuunin Description: A merchant who was passing through the trade route along the borders of Iwagakure had crashed into a large boulder. His immediate reaction was to flee from his caravan so that he wouldn't be attacked by missing ninja/bandits. He made it to Konoha and has requested that we search his caravan and retrieve a special item known as the Orb of Wisdom. Please be cautious of foreign enemies!
Missions like these give us an opportunity to interact with other shinobi and tend to great for character development.

I apologize for not responding quickly - please forgive me.
Kage's have the ability to create missions for their, but i can see why you would believe that it's only member-created missions; there isn't anything that displays that Kage's have this immediate power.
As for the majority of the missions created require interaction with foreign shinobi, that's dependent on what the Kage / [Currently] Member Wants so that they can plan with other members to interact rather than doing a team thread and hoping someone pops in. 'Cause even if a mission was created, such as the one you listed above, there is no guarantee that someone from another village will interact. This is why missions are also member-controlled with guidelines that clearly state if you're doing a mission in a foreign land, they can enter at their own desire.
I will be working on a board so that Kage Missions can have some, uniqueness, and so that Kage Created Missions are seen as a larger thing than it already is.
