Location of Contract:
The Spirit Oasis | The Spirit Oasis is a lush garden and pond located deep within the Shimagame [Island Turtle]. It is located just outside the Lightning Country, and constantly moves as the Island Turtle moves. All of the Koi fish reside in the cave while the higher ranked Koi Fish scour around the garden and the two highest leveled Koi fish reside in the small pond. It is said that they control the oceans and the moon. Kumogakure no Sato owns this.

Location is supposed to be a village, clan or scattered. Ie. who owns the contract (cannot be an individual unless it is a sage contract)?
