Awakening The Satogan is prevelent within every single individual of Tatsumi Clan, however there's a catch to awaken it. The Tatsumi Clan Awakening process for Satogan is not a physical need such as birth, it is Will Power. The eye manifests itself through the individuals willpower, and some say, willpower gives the eyes a stronger ability. This willpower can be translated to be many things, but the main focus is the will to stand above - The King's Will, as it is commonly referred as. When one obtains the willpower to strive forward without doubt, they awaken their Satogan, however if their willpower would ever disappear at anytime, the Satogan would lose its ability for activation and lay dormant until regained.
[Unlocked @ C-Rank KG] Satogan | Eye of Enlightenment The common name of the eye and its most predominate ability of the entire Doujutsu, also known Eye of Protection. The first ability regards a constant self-repairing barrier that surrounds the eye when activated - which in turn gives it its glow and form- granting it some decent form of protection against stabbing, thrusting or removing forcefully. However, what the barriers true ability does is to allow it to be protected from normal means of disruption, including flash grenades, or high speed tunnel vision movement, or even smoke grenades as it will see through it and give silhouette outline of someones figure, making the eye impossible to be damaged or fooled in a visual sense.
Due to this, the eye is somewhat disconnected from the brains optic nerves and functions through a combination of its own chakra and pseudo-visual receptors that functions at a higher rate, increasing its intake of visual information never missing details, what this actually means is that the eye will always see what is there, and can never be fooled through means such as Genjutsu. It gains an immunity to visual genjutsu as long as it is active, and so does the optic receptors in the brain. Through this unique form of protection, the eye can perform both ninjutsu and genjutsu based techniques by transmitting their chakra[barrier] to the opponent through visual contact instantly, which gives birth to the secondary and tertiary ability of the Satogan.

The eye of truth is commonly mistaken as the ability which disallows the eye from being fooled by a genjutsu, however it is not such, and has an different function. This being: Heightened Visual Receptors. Unlike the doujutsu that grants higher clarity in all-about ways, this one focuses on a single stimuli - eye movement. It is said that the eye tells all about a person, and that is definitely true in a psychological standpoint. Micro-expressions of the opponents eye. Different glances, which even the most skilled liars can't truly eliminate entirely, can tell if someone is lying or not. Albeit this can be done through normal observation, this is performed on a incredible scale, the movements of the eye is absorbed/transmitted to the brain and are always 100% accurate.
Despite this, this ability can also be used in a non-conventional way - in battle. An opponents eyes is sometimes a dead-giveaway to their future movements, be it a feint, a punch, a kick, or even a anticipated block. Albeit, it is mostly effective in close-combat and thus isn't always the most useful ability, it is indeed an asset worth mentioning.

The eye of deception is probably the only true offensive ability the Satogan possesses, and it deals with both Ninjutsu and Genjutsu aspects. Many people say, the bringer-of-darkness was copied from this doujutsu, however this is yet to be proven. Visual Illusions. Through visual contact, the user creates a constant bond that can only be broken through Genjutsu Kai directly focused upon the eyes itself, making figuring out its ability in battle the most essential method for victory. This constant bond, unless the user is not in actual visual sight, will always be connected unless disconnected by the user or victim. By sending a constant stream of chakra, the user can affect the victims visual sense even blacking it out, allowing them to produce any visual illusion the user wants, however it does not affect the other four senses. Making it difficult to apply in battle without immediately being recognized, this is only gained by those with skill in Genjutsu can recommended for those who can actually utilize the ability in their favor.

The last ability of the Satogan is its Ninjutsu ability, Yamu, Dark Nightmare, which varies from user to user. What stays the same is the ability to cause temporary blindness to the opponent, however the method of blindness and aftereffects of the technique varies, making it the only aspect of the Satogan that has several variants and unique to a single person.
Historical Background: They were nothing.
Called trash. Insects. Failures. Worthless. Complete filth. The many names given to them due to their insane lack of physical strength in the Clan-Times of the Shinobi World. They hid and sucked off the power and protection of other clans, incapable of standing on their own feet, trying to stay alive - like parasites.
They harbored no respect to their name, even more so, due to the fact they would integrate and submit to any clan with enough power, they lost their clan surname disbanding as a singular clan, and became nomad jumpers. Known as Botomu Okuri Geijin - otherwise known as bottom feeding outsiders. There was a time when they was treated as slaves for the Uchiha, working under them doing petty jobs to stay alive, their main motto was: "Do whatever you can to survive." Be it run, beg, or even sell your soul - survive. However, when the main conflict between the Uchiha and Senju began, they quickly turned their noses on their former masters and left to find refuge elsewhere.
They couldn't.
The times were harsh and not a single clan would accept them due to the Uchiha Clan listing them as forever enemies for their betrayal, thus officially casting them out of the shinobi world. The mass expunging of their clan members from various clans began almost immediately, it would've been an extermination if those who harbored them didn't see them as friends or helpers for so long - effectively giving them a fighting chance in a world where they could never survive alone. They became drifters awaiting their end. Gathering together in a pack, trying to restart their clan in an attempt to survive the wars, but this did nothing but created a large pack of weak sheep for the slaughter. Their fear and paranoia of death kept them together, but their lack of strength kept death as a dreadful yet inevitable option.
People waiting to die.
They were getting picked off, one, by, one. To make matters worse, what they attempted to do which was frowned upon, was now being done by various clans throughout the world as they created "Hidden Villages" - hypocrites they all were. Gathering together with the strongest, and then having the weak become supporters while the strong lead. There is no nation or village without the strong and the weak. Their deep-seated need for survival soon turned into burning hatred towards all the hypocrites who spat on their name, tossed dirt in their eyes, and kicked them while they were down as they took it with a smile - for the sake of survival. They were ready to bring down all the clans with this new-found will with everything they got, despite lacking power to do so.
A man who saw a will, and then a way.
It was the first time the clan had ever possessed the will to do anything else than disgracefully survive, and this was the moment a single man, Tatsumi Oga, took it upon himself to focus this new found anger into power with his newly found strength - Satogan. A Dōjutsu that isn't rare but has been inherently hidden within each and every member, but due to their surprising lack of a will to fight - they could never achieve it, but he possessed this desire for power, and thus unlocked its power to its entirety.
The day changed with one man's will.
He rallied up the forces, hammered in them to will to fight, the will to become strong for their own survival rather than leeching off others to survive - unlocked their Satogan. They became fighters, protectors, avengers for the weak giving others the same will to fight as they were, to put it simply - revolutionaries. The clan soon gained the surname of their newly established founder - Tatsumi Oga - naming itself Tatsumi Clan. Despite its blandness, it was a decision all members came to accept and acknowledge. It wasn't soon that the clan was listed as a extreme group due to their movements, some believed their actions of freeing people and whatnot were good, while others knew the adverse effect of giving the will to fight to weak individuals, they pack like ants and try to attack the main boss. They would then get slaughtered or cause mutual destruction, while the Tatsumi Clan continued to do this across the globe.
A problem for all set up a temporary truce.
Their persistence and new found power was a threat to the villages, and as such, there was only two ways to deal with a threat - eliminate or integrate. And due to the war that was raging on the main front, their existence and movements became a hindrance to many villages. It was then when they were approached by the Konohagakure's 4th Hokage alone. Clearly believing they are still enemies due to the Uchiha Incident, Oga gave the 4th and his village his thanks due to it being the spark that ignited a revolution within themselves. Afterwhich, he begun battle with the Hokage, his Satogan flared through the entire fight, and being the strongest in the clan, he held nothing back against the 4th. In the end...he was decimated. The 4th Hokage standing beside him looking as if not a single attack had hit him, while Oga was on the ground in a pitiful state unable to get up. However not once did he lose his Will to fight, and thus, not once did his Satogan was doused by the possibility of defeat - The 4th Hokage admired that.
An option laid before him by defeat.
He gave him two options: "Die here with your will and Clan or Integrate with Kusagakure and protect them." Konohagakure had always been in good standing with Kusagakure, and with this, Oga knew that the 4th intrusted an entire village of united people under their leadership, for them to protect, for them to give them their power, and not the other way around. Simply his presence was enough for Oga to accept.
That's how the Clan ended up in Kusagakure from the Land of Key, they're struggles real and never forgotten, and their will never doused by the salty waters of defeat.

[--] | The symbol is the same because the Clan Founded the Organization. Of course, there's no two clans/organization that possess the same symbol, however, the clan and the organization is seemingly like the Uchiha and the Konohagakure's Police Force.

No permanent blindness. >_> Temporary is acceptable, depending on the jutsu, but permanent is a dangerous word...

[--] | The permanent blindness was more of a capability rather than the ability itself. As said, it varies, and with each ability comes a different consequence, the forum regulates overpowered abilities, and of course at some point,inducing permanent blindness should be reacted with a penalty of mutual blindness or some other form of huge disability that won't simply revolve around chakra usage.
Despite this, i will modify the permanent blindness. Albeit, it gives the ability a less "choice in creation," but that's not the point.

You can still have almost permanent blindness (sealing their vision with an extremely powerful seal, even removing their eyes, etc.) just not definitively permanent, so it is possible to heal the loss of eyesight through extremely powerful medical ninjutsu or having it unsealed by an S-Rank Fuuinjutsu specialist. It could be effectively permanent in many cases of the above, however.
