Of course. It's quite simple; I don't want flying ninja everywhere.

Basically, the chakra control required to keep water at that density and move it around beneath you would be ridiculous. Yes, Gaara could do it with his sand but the only other people I can think of atm who could fly were Oonoki and Konan (aside from those on summons or similar creatures, like Sai and Deidara's). Now, you may have noticed that two of these were Kage and the third was a member of Akatsuki (and one of the founders)... Not only that but they had very special ways of doing so - Oonoki could use the Flight Technique (which may or may not be an exceptionally advanced usage of that jutsu - I've forgotten the name - which changes weight), while Konan was basically made of paper, making both potentially only able to fly because they could make themselves effectively weightless. Gaara used a similar method to the one you've made here but he was, as aforementioned, a Kage. This implies that to be able to fly, one must have exceptional ability. If anything, I feel I'm probably being generous here - I could easily enough ask you to make it an S-Rank and still be justified imo! I won't, however, because I've also remembered that Kisame (yet another S-Rank ninja) was able to 'fly' in a similar way - he swam in water that he had lifted into the air.

Even apart from all this, flight is potentially a massive advantage and shouldn't be easily accessible purely for the battle mechanics.
