These looks to be a simple pair of fingerless leather gloves. They are designed with steel plates on the knuckles.

Object's Capabilities:

These gloves have only one purpose and it is for having katon chakra molded over the hand. When Raizen is in close combat he needs to maim an opponent as much as possible to end the fight quickly. If he lands a punch or slap to someone with the katon gloves on he can cause second to third degree burns. These gloves when katon chakra is molded around it gives him the ability to melt low melting point items. These gloves when activated also give him the ability to block low ranking katon attacks and even punch through some katon attacks.
