Mission Description:

It turns out, that Fuku does have more of a diplomatic side to him- a wealthy organist business owner has just opened up shop in Kirigakure's desolated areas and is turning it into a fertile land of moisture-loving produce. Fuku and another person will join him, most likely a Genin due to the passive nature of the B-rank and Fuku being there in Guardianship. Not only is it a test if diplomatic relations that could benefit Kirigakure- but a test upon Fuku for his more docile and 'Sensei' side, to possibly prepare him to take on a team of Genin.

However, the said Businessman is also rumoured to have been setting up illegal things using the guise of a farm to hide it- the mission objectives are to create relations with the man to make further deals, investigate any rumours and all suspicious activity pertaining to these rumours and if found to be true, the businessman is to be eliminated.

1. I still don't consider this an A-Rank mission. It is B-Rank at the most.
2. I don't believe a Genin would be sent on an A-Rank Mission deliberately anyway...

Drop it to B-Rank and I'll consider it. Maybe even be the first to use the Random Upgrade option if you're really wanting this to be an A-Rank mission. Of course, for that it will have to be NPC'd.

There is something to be noted, A-Rank Missions will possess Death, and it isn't likely but a definite thing. Albeit it is a land relation, this can easily be translated and suited for, a plot rather than an official mission handled by one of Kirigakure's most dangerous individuals. For one, a Genin would never be sent to handle relations even as an assistant nor would they be sent on a mission where death is definite, unless a random upgrade occurred. Just like Kage's, Plots that would re-establish or establish a link should, or will, be registered as a plot instead of mission.

To clarify, land or village relations means things such as Nukenin Defection, or an attack of another village, such as the Sand's Attack on Leaf, or the killing of another land's important official. Aka, killing is definite.
