This weapon has a place in legend and myth as that of the Shodai Mizukage. Presumed lost after his death, it was supposedly rediscovered by one of Kirigakure's Councilmen, though where he obtained it is known only to him... Named for the Shinto god of wisdom and intelligence, Omoikane consists of two hooked blades connected by a long chain with two, evenly spaced, eighteen-inch long connecting metal handles. These handles have several miniscule holes in them, which create a whistling noise as they move through the air.

As the two handles along the chain move through the air, Omoikane draws Natural Energy from its surroundings. Using the whistling noise the holes in the two handles create to transfer this, the sound temporarily disturbs the target's motor functions [-1 Shunshin]. This takes effect on anybody within 30ft of the user (other than those touching the weapon, whose direct contact with it protects them from the repercussions of the noise) the moment air starts moving through the holes and the sound is produced. However, the target gets used to this, eliminating the penalty after a short time [two posts].

Should the noise be stopped, the penalty remains until the end of its natural duration. At the end of its duration, there is then a similar length of time before it can take effect again, by which time the target's immunity to the effects has worn off [two posts].
