None, for this organisation isn't eager to identify its self to the public.The members of this organisation dress in plain everyday clothing or their normal shinobi attire. On missions, however, these operatives cover their face as to hide their identity. Operatives have been marked with a tiny seal, shaped as the organisation symbol. This is usually found behind the earlobe.

Purpose:

The Organisation deals with, to put in one word - information. Having informants planted in and out of Hi no Kuni - this group deals with interrogation and making use of the knowledge gathered. While this information was originally meant to aid the Hokage,the secret restart of the organisation has been done without the present Kage's knowledge.

With the reinstated Tokkou, new rules were introduced. The Tokkō now made use of both uniformed and non-uniformed officers, along with a large network of informants. These informants were often undercover officers infiltrating suspect organizations and acting as agents provocateur, or voluntary informants from associations. Counter-espionage activities also included monitoring missions and even their own shinobi. They also monitor external telephone and radio communications inside and outside the country and nearest areas.

Members of the organisation, once members are to serve the organisation till death. Rarely is a member allowed to retire unless of course seen fit by the leader. In order to prevent traitors - all members [except the head of the organisationof course] are marked with a seal behind the ear. This seal, when activated by the head, begins to heat up instantly and spreads across the body - burning the victim slowly and painfully [shall register tech separately].

To the public, they seem like average shinobi and civilians, with no whatsoever link to the non-existent Tokkou. The organisation has a well defined system of sections, having four to divide each purpose with.

• Village Surveillance :

  This department monitors shinobi starting from genin all the way to the Kage himself. They keep a tab on alll missions taken and received and also keep check on all telecomunications in and out of the village.

  
  
• Foreign Surveillance;

  This section is made of informants and nukes at the most. Any disturbance or situations in other countries/villages are brought to the attention of the organisation head immediately.

  
  
  
• Practical Operatives:

  This sections takes orders directly from the organisation head and mostly consist of individuals capable of assassinations, kidnapping or thievery. They are paid the highest for their services and to keep their mouth shut.

  
  
  
• Interrogative Operatives:

  This section consists of individuals specializing in psychological or mind manipulative skills. They are rather passive and work inside Konoha at the most.

  
  

Historical Background:

Special Higher Police (特別高等警察 Tokubetsu Kōtō Keisatsu), often shortened to Tokkō was a police force established during the reign of the second Hokage, specifically to investigate and control political groups and ideologies deemed to be a threat to public order. The Tokkō was known for suppressing "dangerous thoughts" that could endanger the state. It was primarily concerned with anarchism, communism, socialism, and the growing foreign population within Hi no Kuni, but its scope gradually increased to include religious groups, shinobi, councilmen, student activists, liberals, and even civilians.

In fifteen years, the Tokkō had arrested 59,013 people, of whom 5000 had been brought to trial; about half of those received prison sentences. Prisoners were forced to write accounts of how they had become involved with "dangerous ideologies," rewriting these essays until their interrogators were happy with the work. These works then were used to prove their criminal involvement.

However, they received large criticism and slowly their work began to die down. It was only during the Third Hokage's reign that the organisation was completely abolished. Recently however [3 years ago], Hatake Nouchi restarted the organisation in secret and in time has recruited quite a bit of operatives.

I personally love this organization, aside from the few syntax and grammatical errors that are prevalent, but nonetheless; I love it.

There is something i would like to mention, there would be rumors of this organization existing, and you could potentially get counter infiltrated, so watch out.
