LEADERS STANDINGS

✖ REASON FOR POSITION:
The first contributing factor toward Kira's position is his background as a political mediator between Sunagakure and Kirigakure. Having served as not only that, but having been a student of Monzaemon Chikamatsu, as well as his Zagashira and that of the Bunraku comes with the experience of having been involved in the affairs of the most important Sunagakure organization at the time as, essentially, their coordinator.

Especially considering his feats in both villages, Kira has received the approval of most people there were to give any. Known as the Executioner of the Fifth Son, a legend in the two villages, he who decimated Kogō Gorō's rebel battalion with the subjugated Three-Tails. After returning to Suna and then subjugating the One-Tail, there was nobody left to doubt Kira's power as a leader who could protect his village without trouble.

Furthermore, Kira's in-depth knowledge of how Suna's government and military have functioned during all of its life thus far made him one of the highest qualified candidates for the position of Nidaime.

This quality has allowed Kira to consistently maintain the village's economic and military quality top notch since his early shinobi days, being the reason why he was particularly liked among all the Nidaime candidates when the authorities were looking at them. Given his experience at such a young age, he was deemed most likely to lead Suna into continued success - which he has.

✖ POLITICAL STANDPOINT:
Kira is first and foremost an advocate of using any means necessary to make one's village excel. He may seem goofy or even warm at times, but if he has to kill in cold blood for the benefit of his village, then he will do so.

It gets confusing the more one knows, given his supreme and unparalleled loyalty to Kirigakure.

In truth, Kira's existence had been inserted into Sunagakure's history by his twin uncles - the Shodai Mizukage - when he was but a child. As the entire world believed him to be purely of Sunagakure, he lived as one of them, and rose to the position of Kazekage. He is thus a sleeper agent of Kirigakure - one of the most successful in history.

While he is manipulating Sunagakure for the benefit of Kirigakure, it's not like he would harm it. As Suna's leader, he already has successfully brought a village under Kirigakure's control, one of the most impressive feats any undercover agent could ever accomplish. By hyper-developing Sunagakure's economy, Kira is greatly increasing Kirigakure's own benefit.

So lets begin again: Kira is an advocate of using any means necessary to make one's village excel. Being Sunagakure's 'master' as he likes to think so, everything he does for it is also good for Kirigakure. While he does have certain political preferences, anything he does as Kazekage will in some way benefit Kiri.

It wouldn't matter if it's a campaign for peace, or a declaration of war; if it's good for Kirigakure, it shall be done. Even if publicly 'he's against Kirigakure'. For this reason anything that is known about his politics is connected to the idea that he simply will do anything for the sake of Suna, as he has never openly expressed preference toward any particular type of policy or whatnot.

An interesting and good-looking man, if only for his unique ballin' tastes which are reflected by his astounding squared hair and stylish fashion sense. There is not an article of clothing within Sunagakure he hasn't worn ~~or at least critiqued~~ and flaunted if he liked it, leading most to think of him as beyond metrosexual (the question of whether that is secretly or not has not been answered concretely). While his attire varies extremely, what he always wears on duty is his white Kage robe; he wouldn't if ~~he didn't like it when men are in uniform~~ it weren't obligation. Clearly, even without clothing Kira is quite a sight.

A perfectly proportioned oval face with a pointed chin, small nose and ears, flat forehead, the whitest and straightest teeth, thin eyebrows, silk baby hair, and lips innocently parted all the time. The guy is adorably childlike. His body keeps up the trend, being a slim, toned figure with clearly visible collarbones, a longish torso, well-formed thighs and buttocks, and a general lack of body fat. Skin smooth as a baby's bottom.

While his hair length and the angle of his bangs may vary from time to time, the sides always frame his face and end in tips cut perfectly straight across. He uses a technique to physically change his hair on a whim.

Being originally from Kirigakure as well as the pupil of the Shodai Mizukage, Kira is a master of the art tracking by sound alone while suppressing the sounds he would normally produce himself.

Also a trait fairly common among experienced killers of Kirigakure, Kira can exert an aura about himself too grim and deadly for most inexperienced people to resist. Those who are at least ten years younger than Kira and fairly inexperienced would have trouble moving around him when he reveals his intent.

Yin & Yang

Kira is one of the few who has harnessed the regular power of chakra, that which arises from its natural components. In doing so, he has arrived at a conclusion: 'The Soul is what provides Yin and Yang to the Body in order for it to live, thus molding it' - enabling him to create unique styles revolving around said theory.

Resonance Link | By exerting his own Yin and Yang through chakra, Kira can infiltrate another's chakra and grasp their Yin and Yang, establishing a link between their souls. This is done naturally as Yin is attracted to Yang and vice-versa to create a balance of energies. From there, Kira has created two derived uses of the Yin-Yang Link. These styles depend heavily on one's degree of control over their chakra.

Disturbance | Once Kira's soul has been linked with the target's, he can fluctuate the ratios of Yin to Yang and alter the essential or physical traits of the target respectively. Degree of effect is 10% with D-Rank technique, 20% with C-Rank technique, and so on. As the souls resonate during Disturbance, the flow of their individual chakras are entirely opposite.

Harmony | Once Kira's soul has been linked with the target's, he can fluctuate the ratios of Yin to Yang and further connect their two souls. The process lasts as long as Kira has chakra to spare, and both Kira's and the target's consciousnesses and thus their identities will begin to merge. Whoever has the most willpower will emerge the victor, which is why it is vital to weaken strong targets before Harmony is attempted.

By adding a seal to the link between Kira's soul and that of a Harmonized target, he has created a summoning contract.
