if we went by ranking, a Katon Master could make a C-Rank Technique to A-Rank Levels. Now, Katon Master/Specialist being someone with Ninjutsu: S/A-Rank+[Katon] respectively. With that in mind, the ranking table used is completely unreliable and subjective. So, to fix this error, a heat resistance description where it takes more than usual for the skin to burn, giving a percentage or simply a very descriptive piece of its extent. You can provide that instead of basing it off of rank. Perhaps a resistence to things that would usually cause 1st degree burns, whereas, a 2nd degree burn capability would cause 1st degree. As long as you aren't hit with something that completely incinerates like the B-Rank Uchiha Technique.

Here and the level of skill that requires in your description is S-Rank+ Sensory Perception. Practically impossible seeing how you're the wielder of the Rasengan, and only one Specialization is allowed. If you want Sensory Perception, add it to your template, cap a Core Skill @ B-Rank and put points into it.
