Kasumi became the Daimyo of Kusa after killing the previous one, though that fact isn't exactly public knowledge. She was able to take hold of the position with ease because the previous Daimyo, Genda Masahiro, was her husband and she had already gained much political power because of it – since she’d put on a pretty face for the public, she was quite well-liked.

Kasumi is opposed to war despite being a rather harsh and violent leader at times. She doesn’t believe that war gets you anywhere in the long run – “There is no instance of a nation benefiting from prolonged warfare.” (Sun Tzu) – and would rather negotiate for peace than fight. Jokingly, a friend once told her, “It seems like your plan is to screw the world into peace, with the way you’re acting,” and she did not deny it. However, she is not at all opposed to trickery, deception, and other acts that could lead to war – especially when you look at how she came into power.

Kasumi is a bit taller than average, slim but not skinny. She tends to wear a lot of makeup, particularly around her eyes to offset her pale skin. The eyes themselves are a golden, almost honey-hued, brown. It is several shades darker than her dirty blonde hair, which is either worn straight or partially tied into two ponytails with some still hanging loose. Kasumi also tends to wear a lot of jewelry, all of it expensive.
Her preferred attire is often deemed unsuitable for her office, consisting mainly of short, sheer little black dresses that show off her figure and lolita-style clothing that makes her appear younger than she is. Most of these outfits are completed with fingerless gloves and, of course, matching jewelry. She seems to be very careful with these outfits as well, since she won't accept anything less than the best and thus pays a hefty amount for each custom-tailored outfit.
When she consents to dressing as her council sees fit (which is hardly ever, for the record), she appears much different. With tasteful amounts of makeup, only the finest (and least gaudy) pieces of jewelry, and a kimono, it's easy to believe that Kasumi is an entirely different person. ► Mental AssessmentKasumi is a very open, friendly individual, for the most part. She enjoys making friends and talking to people, and spends a lot of her time walking through the village and getting to know people. Very chipper and excitable, she views the whole world with a positive outlook no matter how bad things seem. Eternally the optimist, she does her best to fix everyone's problems. She has the necessary knowledge and wisdom to perform well as a leader. And the people love this side of her; she's personable, open-minded, and exudes the confidence and poise of a lady of her standing.
She also happens to be incredibly perverted, to an almost ridiculous point. If she thinks you're attractive, she will do her damnedest to get you in her love shack - the small cottage she owns that is entirely dedicated to kinky sex. The bedroom is the only place in which she feels entirely comfortable, because there's no rules, no formality, no emotions to get in the way of anything.
Kasumi is not a romantic woman; she doesn't really believe in true love, or pure love, or anything like that. She thinks you can't love someone without wanting more than just love in return - like she did with Masahiro - and refuses to make a commitment to a relationship because she fears being used like she used him. That doesn't stop her from continuing to manipulate people into doing what she wants them to do.
Kasumi is also greedy and vain, and can be arrogant at times. She always wants to have the nicest dresses and fanciest jewelry - although she doesn't seem to care all that much what happens to it, as seen by the many dresses that have been ruined in the love shack. She knows she's attractive and doesn't ever hesitate to point it out, actually using it as an advantage when she can. Although she is rather full of herself, she doesn't spend as much time bragging about her body and accomplishments as one would think.
Kasumi is quite bloodthirsty, and while opposed to war, she certainly isn't opposed to violence. In fact, she earned the moniker Kisaki no Shinzo - Queen of Hearts - due to a particularly violent behavior of hers, carving out the hearts of her kills and pinning them up. She loves a little bloodshed every now and then, even in the bedroom. ► likes- sex

► Background InformationKasumi was born two years before the beginning of the First Shinobi World War, to parents Konoe Daiki and Hisoka. They were residents of the young village Kusagakure no Sato, good friends of the first Daimyo, Genda Ito. Both were jonin, said to be the greatest team in the village at that time. In their thirties, they decided to have at least one child to carry on their name and legacy should they die, as war was heavy on the horizon.
Konoe Kasumi was an adorable, obedient child; even as a baby she always slept through the night and never caused any trouble for the parents. Any babysitters had nothing but praise for her good behavior. And she was quite intelligent as well, able to read and write at a higher level than most children of the age of five. Left to her own devices often, as both parents were fighting actively in the war, she developed quickly and became a very solitary person because it wasn't until her entrance of the academy that she even met other children her age.
Daiki and Hisoka decided to enter her into the academy at six, with the support of Ito, naturally, to keep her occupied and out of trouble- for she had managed to begin causing a great lot of it, for such a small child. Still, Kasumi never had many friends; either they disliked her because their parents didn't like her parents, because they thought her kekkei genkai was creepy, or because they picked on her and she fought back, leaving many a child with a broken noise or black eye or even both.
She spent the full four years at the academy, consistently at the top of the class; and that was the only reason she was still allowed to attend, because she got in more fights and pulled more pranks than the rest of her class combined. None of the instructors ever wanted to deal with her, mostly because of her fascination with her kekkei genkai. Able to activate it, but not control it, Kasumi caused many students and instructors to become incredibly sick. One even needed an extended hospital stay because of the injuries he had sustained trying to stop her from severely wounding a classmate in their weekly spars.
When she graduated at ten, to the relief of all the instructors, she was placed onto a team led by Genda Masahiro, the twenty year old son of the daimyo. He was married to another young jonin, named Madoka, and she often helped train the team. As a medic, she could fix any disasters that Kasumi's Miasma Creation might incur. She didn't like the woman at all, but never said or did anything about it because she loved her sensei, and he loved that wretch of a woman, for whatever reason. During the team's first mission out of the village, which was to patrol their least hostile border in order to get experience for the genin, they ended up in a fight with a hostile shinobi from Kirigakure.
While Masahiro was fighting him, Kasumi took the opportunity to off one of her teammates, an older boy by the name of Sadao that had an obscene attraction for the blonde girl. He had been watching the fight and she slipped up behind him and slit his throat, promising to do the same to their third teammate if he told. The prospect was enough to frighten him into silence, and they lied and told Masahiro that a stray projectile had gotten him. The jonin wasn't at all suspicious of his precious students, especially Kasumi, who was already getting quite good at faking emotions.
Upon their arrival back in the village, they found out that another team of rookie genin had lost a member. Instead of finding two genin to take the spots of the deceased, Masahiro gave the other boy of his team to the other sensei, deciding to keep Kasumi as his sole student. She was incredibly happy about that, getting all of her beloved sensei's attention. Her abilities improved far more quickly that way, with two jonin focusing their attention on her. After two years of being a genin and completing many more C and even B-Rank missions with Masahiro, she was promoted to chunin and sent out to fight with him and her parents. Together, they were an even more coherent unit than was thought possible. Madoka was a kind woman, always putting others' needs above her own even when the other person couldn't stand her. She never resented the chunin, even though Kasumi had thought many times about trying to kill her and pass it off as an accident.
While serving near the front lines, Kasumi saw both of her parents die fighting, though to be honest it had little effect on her. However, Masahiro was more than willing to comfort her, and she did her best to appear horrified and distraught. They spent almost all of their time together, and the jonin even managed to forget about his wife and child sometimes. He still taught Kasumi everything he could when they weren't fighting, which ended up being quite a lot. By the age of fifteen she was a jonin in all but name. Masahiro sent a letter back to his father telling him so, and he recalled them both to officially award Kasumi her promotion.
However, that was not the true reason he had called them both back; the man was old, and dying slowly. He wished for Masahiro to take his position, as he was the only person Ito trusted with the power. It was during this time, when Ito and Masahiro were preparing the proper documents and making arrangements, that Kasumi discovered she had a relative in Kumogakure- from reading the mail that had accumulated while she was out on the battlefield, intended for her parents. Since it didn't seem like she would be deployed again for a while, she started up correspondence with this person- Konoe Junko, a cousin, a few years older than the blonde. They became quick friends, as they were quite similar, and traded non-vital information and techniques back and forth, greatly expanding their repertoires.
It was when she was sixteen that Ito finally succumbed to his illness. Masahiro officially became the second Daimyo of Kusagakure. By the time he ascended, the war was over, and all the troops brought home. Feeling bad that Kasumi would be utterly alone, with no relatives or friends otherwise, Masahiro decided that she would move in with Madoka and their son. Seeing this as an opportunity, she agreed without hesitation. She did her best to pretend to be best friends with Madoka.
It seemed that nothing would ever go right for that strange family; later on that year, Madoka fell ill, slowly dying to a disease that no one could identify. At Kasumi's urging, Masahiro gave her a high-ranking position in the ANBU, meaning that to the common people she was no longer a shinobi.
Kasumi had been enraptured with the young daimyo ever since the very day they met, and he had spent so much time in her company that he had fallen in love with her over time. He still cared for Madoka, of course, just not in the same way. Kasumi was only seventeen when she lost her virginity to him, and ended up pregnant with his child. Despite her illness, Madoka wished to serve as her midwife when it came time for her to give birth; however, the woman died five months before she was due. They both spent an entire month 'mourning' for the sweet woman, who had not deserved their cold treatment of her. When their daughter was born, Kasumi named her Madoka, supposedly in honor of Masahiro's first wife.
Masahiro wasted no time in proposing to her, and they set a date; they would be married within the month. As soon as she was able to, Kasumi returned to the ANBU, earning a promotion to captain of the sect after a very short six month period.
Most of the time she spent in the village was occupied by one of two things: slowly gaining political power through manipulation and promises she never intended to keep, and trying to earn the trust of Nagawa, the son of Masahiro and Madoka who had been born just before the woman got sick, who had never liked her.
Masahiro fell ill with a wasting disease shortly after the end of the war. He died two years later, on the day his son was supposed to become a chunin, leaving a power vacuum that Kasumi hurried to fill. The people welcomed her as their leader with open arms.
It took the daimyo almost an entire year to get Nagawa to come live with her and Madoka as her officially adopted son. He wanted nothing to do with her, spending all of his time at the hospital studying to become a medic, wanting to find a way to stop Kasumi's Miasma Creation and reverse its effects. Kasumi did her best to discourage him, even threatening to disable or kill him at times, but never carried through on her threats.
By this time Kasumi was twenty-four, Nagawa was eleven, and Madoka was seven and through her first year at the academy. She was at the top of the class just like her mother, though the girl had managed to avoid picking up any of Kasumi's less pleasant tendencies. She was a little angel, pure through and through, that only ever wanted to help people and make friends. It was a little disappointing for her mother, but she did nothing to force the girl to change.
The next few years passed in a blue; Madoka graduated and was placed on a genin team, and Nagawa had managed to rise to the rank of special jonin at the age of sixteen. Kasumi had firmly established her power at that point; she had filled the council with those sympathetic towards her, and permanently removed from duty everyone that she didn't like. She even threatened their families; after killing someone that opposed her, she would remove their heart and pin it to the family's door with a kunai. It was a clear warning: obey me, or you're next. While most of the public were still in her favor, she had lost a good chunk of support by this time.
Kasumi hired workers to take care of most of her paperwork so she could spend time training to become even more powerful than before, earning total mastery of both her kekkei genkai and the katon element, while training Madoka extensively. More recently, she has set her sights on acquiring a biju, and often writes up plans for going after them, even though any attempt would be futile.

Shouki Soushi - Miasma Creation: The kekkei genkai of the Konoe Clan. It allows creation of strains of bacteria, of both helpful and pathogenic varieties. Requiring a focused mind and precise control, Shoton is by no means easy to use just because a child as young as five can tap into the ability. Forming bacterial cells is an intricate and complicated process; however, once a person has created a strain, they will be able to easily call upon it in the future. Their bodies store copies of the created cells so they will not forget the composition. Along with this comes an immunity to bacterial diseases and an ability to control how contagious the diseases created are.
Immunity to Bacterial Disease: This goes hand-in-hand with the process of creating bacteria. If they were vulnerable to the diseases of their own creation, Konoe Clan members would die as soon as they started using the bloodline. Thus, a natural resistance to disease was developed and enhanced by the kekkei genkai. This can also be dangerous as a Clan member might not know when they are carrying a potentially hazardous bacterial disease.
Control of Contagious Diseases: Their kekkei genkai wouldn't be too useful if it infected their comrades too, would it? Over the generations Clan members have come up with ways to halt the spread of contagions and made them an integral part of all Clan techniques. If a user is young or has poor control, however, they are potentially dangerous to their comrades because their lock on the spread of contagion will not be as complete.
The ability to create helpful strains of bacteria is helpful when it comes to medical techniques; members of the Konoe Clan make good medics.
