He has been a very loyal shinobi since his young ages and is probably the closest person to the deceased nidaime raikage. It's only normal for the authorities to entrust him with such an important role, since he knows most of the village's secrets. He even went as far as to live a double life, acting as a spy in foreign villages such as Iwa and Kusa to gain information and rares so the village can sell them in the black market for the highest price. bla bla bla... P O L I T I C A L S T A N D P O I N T --The task of finding the perfect Raikage is an impossible one. There is an archetype that has to be, to a lesser or greater extent mimicked, certainly, but then circumstances demand different leaders, leader types and mindsets, and hence this archetype is interpreted loosely to fit the current demands of the nation and the village. It's said that the best military leaders are the ones who preach war during the times of peace, and preach peace during the times of war; thus it has to be wondered: just what is a determined warmonger? Additionally it too has to be considered, what is a determined peacemonger? By the aforementioned standard, neither could be considered a prime candidate to be a military leader. It's curious then how a man like Eisou has come to power - a man so subtle and reserved. The Sandaime is ambiguously placed in a mental state that neither favours warmongering nor peacemongering; an amalgamation of personal desires and impartial goals, both dedicated to furthering himself and his village. Alike a pendulum, he swings freely between peace and war, between what is morally right and socially wrong, between what is best and desirable, and what is precarious and insidious. He is a curious monster. The bottom line, Eisou is a classical lawful evil person.
