At what point does movement speed become too fast for the human eye to follow unaided? I'm sure that reflex speed comes into it somewhat, but...
Mostly I'm asking in regards to Shunshin speeds.

Excellent question and many thanks for asking it. I've discussed the topic at hand with EK, and we've agreed on the following guidelines for relative perceptions according to Shunshin stats. It will be officially implemented in the near future.
Basically, it depends on the Aspects of Shunshin. So even though the vast majority of characters here will just have a rank for the overall skill, some may have a higher rank for one of the Aspects, and we will pay attention to those for the purpose of answering your question.
Read the Shunshin guidelines here and memorize the following...
An observer will be able to perceive or track a mover's Physical Speed if it is no more than two ranks above their own Reaction Time. For example, an observer with C-Rank Reaction Time will be able to perceive or track a mover's Physical Speed if it is A-Rank. Though barely, because two entire ranks of difference is actually quite a lot. Think of the observer in this example as being Sasuke in Part I, and the mover being Kakashi.
Furthermore, if the Distance Capable Aspect is used, then during use the mover's Physical Speed will be perceived as being one rank higher to an observer's perspective.

Interesting, good call, Naizrui-tan. The basis of speed relative to a users rank needed more emphasis so people could understand in battle how to effectively react. I just thought it went by an invisible agreement between roleplayers in that if you were a single rank higher, or you had a "+" due to specialization even while in the same rank you could perform more effectively in battle using that skill and it's capabilities to a greater degree. Now that it should be even more understood there should be no problems in the aspect of how fast a speed relative to physical and movement compared to reactive and reflexive speeds should be viewed. 2 ranked highers means attack is too fast to follow for the average fighter, so that should be what's followed either way.
