What does Constant: Medium convey? I understand that the technique takes a medium consumption to maintain per post, but the ability is to sap a Large Amount of Chakra from the victim without any specified time, so why would it be constant? As i like the constant, i want the absorption to be constant as well, so it should require = consumption vs constant. So if you take a large, it should require a large to maintain. Or, you can keep medium constant, but state that this technique takes a large consumption every two post, as to correctly balance the intake.

Also, this should be A-Rank.

Constant is for prolonged contact. A peck on the lips costs a single 'load' of chakra, but a full on kiss would continuously drain chakra, meaning it would also continuously cost chakra to keep active. The activation cost is the same as the constant cost, so I didn't bother listing it.

Quick question: If I were to lower the cost/drain to Medium, would it then be a B-rank jutsu? I wished to take this on creation as a Chuunin.

Uhm. With its effect? No.

However, i can propose that you make a lesser version with a less chakra consumption but doesn't take the persons soul, but takes away their consciousness when it hits a certain level.

Yes. Note, you'll be only capable of discerning someones chakra nature, not obtaining it. If you want to make something that actually allows you to steal the nature, it'll have to be a separate technique altogether.
