THIS IS WAR
With its war against Iwagakure still raging on, Takigakure needed to maintain its peak fighting power. Even before the war began, Daishin's village experimented on captives and its own shinobi to create a competitive advantage against the richer, larger Great Nations. As Hanchou, Daishin adopted Takigakure's past as his own, furthering its experimental pursuits regardless of their reputation. In order to meet his village's need to keep its combat power at tip-top shape, Daishin decided to examine the current status of two such "experiments" for himself--two shinobi considered unique among Takigakure's army.
One of those shinobi possessed the Rinnegan, the most powerful doujutsu in the world. Daishin believed cultivating the Rinnegan could only help actualize his plan sooner: obtaining all the Bijuu and strengthening his village through their power. Overnight, the Hanchou formulated his plan, then instructed no one other than Yasuhiro to summon Fukui Noriaki. Together, the two shinobi were ordered to meet Daishin approximately a mile outside the village. Rather than meet in a training ground, the three would rendezvous deep in the forest, with light mostly blocked by tree canopies.
Daishin stood atop a thicker tree branch, roughly fifty feet above the ground. Feeling the midday wind brush against his face, the Hanchou waited patiently for the two experiments' arrival. Four ANBU guarded the perimeter in a quarter mile radius, each ordered neither to speak nor intervene in what Daishin had planned...

Aces.
→ In any sort of battle, both sides are expected to have a trump card. Something to turn the tables when things seem to be going astray. Even during wartime, any country will have such a card. And in the shinobi world this is most likely a technique or a type of technique. If not then it's a territorial advantage, or a bribe or other economic play that they may have. Even a tailed beast, as outrageous as it sounds to use a gigantic chakra monster. Any of these things could easily provide an edge in an international battle. Sometimes these things cost a country the war itself.
→ Takigakure, however, liked to experiment. In particular, the two individuals summoned by Kawaguchi-Sensei included a doujtusu and a surgical implant experiment. The former was conducted in hopes of more efficiently harnessing the power of one of the aforementioned trump cards: tailed beasts. The latter is supposed to provide an unexpected edge in battle. One could only imagine that the Hanchou's summons was intended to make plans for war. It was strange though. As an ANBU operative the young man never stepped out into the front lines. No, he gathered intelligence.
→ Figuring that Kawaguchi-Sensei must have decided it was time to put the Rinnegan to good use – use that would allow it to fulfill its purpose as an experiment – the young man thought that this might involve training. Or god forbid, actual bijuu interaction. Unlikely though. They had yet to give the rinnegan a test run with a bijuu. Maybe an assessment. Maybe the three-tails would have to be involved as it was currently the only bijuu in their possession. In any case, it seemed that the location was nearby.
→ As usual, he wore his mask. Even in Kawaguchi-Sensei's presence, it was a subconscious need of his. Pathological, almost. Speaking no words, he assumed his companion was aware enough to know that they were there. He leaped from branch to branch. Higher and higher until he could face the summoner in the usual kneeling stance ANBU operatives did.
"Greetings, Kawaguchi-Sensei."

TONIGHT, I SHALL BE HERE. Was there a specific reason a grown man was jumping throughout the thick foliage that surrounded Taki? Yes and no. Indeed there was a destination but walking there would have been just as effective; but this particular person often spat right in the face of logic and reason in terms of increasing what he got out of life. Some labeled him as unstable, others a big kid, and though they were all right none dared to say such words to his face for fear of certain consequences. But enough ramblings on blasting people with pressurized air when they talked shit, there were bigger things to worry about.
As noted before, Noriaki was speeding his way through the seemingly endless sea of trees that enveloped the area outside of the village, the man jumping from branch to branch and even throwing in a few spins to amuse himself. The Jounin wasn't quite sure why he had been summoned to a spot outside of the village, but figured that if the Lord had asked to meet him all the way out here that it must have been important. Perhaps Natsumi would be out here as well, they always had interesting experiences together, or maybe... well, it was hard trying to think up of reasons why someone would meet outside of the village with one of their own when they had a perfectly suitable office.
Decent speed allowed Noriaki to close the distance in a matter of minutes, the distance wasn't all that far to begin with so perhaps this was overkill, but the way he figured it was that the quicker he got there the quicker he'd be done and be able to get back to his team. An interesting group the three of them were, and with the proper training they'd become fine shinobi in no time. Eyes shielded by red tinted glasses spotted two figures on a tree a few meters away, one of them being Daishin while the other was unknown. A final leap landed Noriaki on the branch that held the other two men, his spacing surprisingly decent for having just winged it. "Daishin-sama, what's happenin'?" Informal? Extremely, but at least the Jounin had thrown in a -sama for good measure.

Daishin did not even look at Yasuhiro upon his arrival. The Hanchou closed his eyes and folded his arms instead, locking the world away and retreating into his inner world of intense thought and limitless patience. In his head, Daishin wondered how the upcoming exercise would proceed. As witness to its superhuman power, Daishin placed immense confidence and faith in the Rinnegan. What he sought to test today, aside from the capabilities of his experiments, was both individual's affinity for their "gifts," and to discern if they had made any personal growth.
Even if Daishin paid no mind to Yasuhiro's entrance, he nevertheless appreciated its expected formality. Noriaki's entrance, on the other hand, irked the Hanchou as overly loud, obnoxious, and attention seeking. With both of his summoned ninja finally present, Daishin opened his eyes and made sure he instantly had his soldiers' attention.
"Noriaki, Yasuhiro, you both know that we are at war. Your abilities may be the deciding factor in more than one battle. I need the both of you at tip-top shape--or removed so as not to jeopardize the village in anyway."
That last bit was a purposeful exaggeration. Daishin intended to unnerve Noriaki and Yasuhiro, as if he had summoned them to be summarily executed. Daishin's tone was not that extreme though. Besides, he wanted them to fight someone else...
"So, let's cut to the chase..."
Daishin's next few words, while actually insincere, carried the weight of his authority and a tone of absolute seriousness.
"Yasuhiro, kill Noriaki. Noriaki, kill Yasuhiro."
At the utterance of his cruel decree, Daishin hastily pushed off the tree branch and landed forcefully on the forest ground, backing away from the two ninjas. He would not actually let them kill each other if he could help it, but the severity of breaking his order would at least make them fight as if Daishin wanted one of them to die. Pushing their limits to survive was assured--and that was the most important aspect of the exercise.
