Handseal Speed vs Perception

HAHA, ANOTHER ONE.

I asked EK about handseal speed once, and he mentioned offhandedly that it was based off your relevant skill (So A-rank Ninjutsu would be able to preform handseals for ninjutsu much faster than C-rank).

In the series proper, Itachi was capable of preform seals at such an incredible pace that even Kakashi's Sharingan was unable to make them out; so it appeared as though Itachi could preform jutsu without any handseals.

Would that be possible here? By that, I mean... say your Ninjutsu skill is S-rank, and the enemy has a C-rank Shunshin[Reaction Time]. Would they be unable to perceive your handseals, or would it be based off something else?

Edit: Alternatively...the main reason to level chakra control is currently just to unlock other abilities (Chakra Flow, Genjutsu, etc) because if you just want to cast more jutsu, chakra reserves is much more beneficial.

Since the purpose of handseals is to focus and mold chakra; perhaps you'd consider moving handseal speed to chakra control; which would allow there to be a spec bonus for rapid handseals or some such.

Handseal speed has always been a vague point of discussion upon the forum, but not something so important that we amass our council to decide the relevance or connection handseal has, as it possess many, in-fact: Ninjutsu, Chakra Control[as you said], Shunshin[Physical Speed], which has too many variables, and as such, would be impossible to make it has a connection to all.

However, before i continue my train of thought, Chakra Control should technically allow you to use less handseals[Better Control, less handseals needed for the right amount], same as Ninjutsu skills should allow you to use less as well as faster, while shunshin should allow you to move faster.

To go back to the main point, yes, it should be possible. I'll say this, to make it simpler and definitive. If the person has [2] Shunshin Levels above someone, the handseal should be very hard to track[Like Kakashi Vs Naruto & Sasuke], but still there. While, if it's [3] Shunshin Levels above, it is invisible of Itachi Level. While if you possess rapid handseals in your physical ability, it should be a +[1] to Shunshin[Physical Speed] regarding handseal making only. Tell me your response to this, i'll see if i can make this a definitive thing afterwards with the council and see if it can be placed somewhere and clarify. Albeit, i won't say anything, cause increasing stats based with physical / special abilities that are not Special Techniques / Kekkei Genkai usually gets rejected.

If i didn't settle the issue, i'll have another staff answer, perhaps with a different conclusion than myself to see if they can better clarify our stand.

The problem I have with basing it on Shunshin rank is that it gives Shunshin yet more power; and it's already one of (if the the) most important skill there is. Additionally, since traits are largely cosmetic and there are no limitations on them, there's no reason for everyone to not just include 'quick handseals' if they plan on using jutsu.

In any event, making handseals is more about dexterity than physical speed. I don't think handseal speed would (or should) fall under the physical speed aspect of Shunshin.

How about it was a mix of Shunshin AND Ninjutsu?

Shunshin would be the aspect of physical speed, and Ninjutsu would be the aspect of sleight of hand to move the fingers into the position of each handseal. So it would be like.

Shunshin = A-rank, Ninjutsu = C-rank. Handseal speed would be the common ground, B-rank or something like that. And you can give references to each rank. Like how SS-lv would be like Itachi's invisible handsigning and stuff.
