► Military RankKage | Water Shadow ► PositionMizukage ► Individual RankS Leader's Standings ► Reason For PositionIt was only apparent that Fuku was the only real candidate for the status as a legendary 'Water Shadow'. This was a brought about joint decision from the passing of the Nidaime by his advisor and council. Some of the basic reasons for Fuku becoming a kage was his incessantly clean track record- very rarely failing a mission and more often than not creating an even better alternative than one provided on the mission sheets.
Secondly was amount of support he received from his colleagues. It was apparent that Fuku had been the wielder of Samehada and Nuibari, but already had beat the wielder of Kubikiribochō. Sure, Fuku didn't have an extensive background as other Kage- but he had the quality to prove for. Fuku is only twenty-three. But being his standing reservation of killing, it is only untspoken that as a pre-requisite of the Mizukage, with a bloody and barren history; that the candidate would have to have some serious kills on his belt which is why Fuku, the Civil Barbarian had took his time in killing many people, eliminating a lot of threats both to Kirigakure and the land of water.
Thirdly and the most crucial of Fuku's advancement to Mizukage was the political support he received from other people, he rallied everybody from the citizens of Kirigakure to the Jōnin; and verbally parted other candidates- making him the Mizukage. ► Political StandpointYou would imagine that as the Mizukage, Fuku's specific way of going about things would be volatile and dramatic. This is not the case by any standards.
It's not easy to be the leader of a village reigning over each individual human. However, with Fuku's autistic background, he has become a capable utilitarian. Things are good when it benefits Kirigakure, and they should be done; if they are bad, they should be rid of. Things are not always so black and white as it seems and unfortunately Fuku has to put in a lot of effort to come up with any important decisions. Fuku likes to have quality over quantity and has imposed that over the Military might that is Kirigakure no Sato. So it's his underhanded nature that he would support learning facilities, and etcetera.
In Fuku's personal words, Kirigakure's just like that friend you have- has the good stuff, but always seems to be skint. Here's a breakdown of why that's good, and bad.
As a village that relatively stable and ideally it's own island that does not need to import food and can live isolated from the rest of the nations, they do not need money as much as the rest of the world. Fuku is trying his best to bring in more money, but it isn't his priority. But keeping in mind that as the leader of the village, the more income he brings in the better he can develop everything, and in turn- his military which is mainly the focus of his efforts.
So as a summary, Kirigakure has a stable economy that can function without the aid of any other village or land, but it will always be tough in terms of 'Getting by' and 'fufilling the quota' HOWEVER, Since Kirigakure is usually out of pocket, if there were to be a sudden crisis, like a Tsunami or Earthquake that significantly damages or hinders say, production of food- then it will be incredibly hard pressed for it to pass and could effect Kirigakure in the long run. This, combined with Fuku's personally headstrong behaviour in being hesitant to ask for help, could prove to be disastrous at times.
Fuku's military ideology is what captures his attention. His bread and butter and spends most of his time focusing on. Fuku's personal interpretation that he is going to input onto the village is to strive for quality over quantity, Fuku would rather have ten Kage-ranked Shinobi, than a thousand Genin-ranked Shinobi. This kind of thinking, working hand in hand with Kirigakure's specific location and ability to travel over water by boat, boasting the single-handedly greatest Naval forces in the elemental nations makes Kirigakure and it's surrounding lands extremely hard to be conquered. Fuku has other people to coordinate with, and is incredibly democratic about the usage of these resources, to make sure that just like a Jewish family everything is being used accordingly.
In terms of other nations, Fuku believes to lead an era to introduce Kirigakure back to the elemental nations due to their isolated location. It's only natural that he is interested in the one main thing; themselves. While he doesn't think that Kirigakure is the very best, he does think that you would be stupid to ruin a relation with a country which can easily lead a naval sneak/surprise attack. Fuku is a glorified statue of pertinent beauty of his height and physical attributes. Fuku, is not one of the most muscular people in the world- in fact he's among the opposite side of the spectrum, a carved shrine and temple that is his body. Everything about him is down to a point, as from the points of Fuku's shoulders displaying each bone, of that his stomach possesses a stone cold six pack, and without even needing to tense- it's rock hard. Any person to have been gracious enough to view it have always noted the refined shape that Fuku's kept it in. One of the main distinguishable features about Fuku is his incredibly ashen grey hair, as if it was the ash from an exploding volcano.
Fuku's hair for him, is incredibly fortunate as it's all naturally parted away in various different strands that seem to mitigate the serious look in Fuku's face. The hair is took care of, but he doesn't actually have to style it, most commonly the hair is parted at one side, barely covering over his left eye. Depending on it's length, can reach all the way down to his shoulderblades. This is less often than not and his hair seems to find home to around ear-height. Around the back of his head is left uncontrollably, giving a sort of 'messy' look which Fuku adores. Sometimes, he puts the hair at the back up into one long ponytail, usually when he's working and doesn't want it irritating his head.
The shape of Fuku's face is undeniably quite masculine, with porcelain-esque skin only adding to the theme of how a Mizukage should look, but this porcelain-pale skin which is barely rugged to the touch has the lines that you would expect from someone who scowls a lot. This all adds up to the focal point- his eyes. Bright emerald eyes that stare out at you, with a gorgeous hue that seem to intimidate yet interest all those who gaze out at him.
Fuku stands at six foot and two inches, quite a tall size for most people. One of the things that people most often notice about this size is his attire, which is all what would be known as neutral, with either a striking color on one item of clothing, or another. Always wearing bandages, for one. Cloth, wrapped around his forearms and hands. Sometimes he wears them in other places, but it's all down to preference. They're worn, because of the subtle defence they provide for something so thin and small. His clothing however, always appears on the norm- very.. civilian. Much more comfortable. Fuku likes to mix in with his crowd, and more often than not likes to go outside to see how his village is doing.
Sometimes this masculine figure wears a suit, or sometimes jeans and a shirt, or sometimes a mix of the two, the only thing that when using this sort of combination you can always see Fuku wearing his trademark black jacket with a large collar. When using these, Fuku always has his holsters around his thighs, undoubtedly in a easier place for his hands to access, instead of just jacket pockets. Other kinds of clothes he wears are like a (Shihakushō) outfit, it is a black kimono with a white garment underneath or over it, with long sleeves but can easily be tucked inside and clipped, giving shorter sleeves. Fuku likes to wear a white Obi along with it, to strap in a sword of some kind.

► Background Information
The tale of the Sandaime Mizukage is a long winded one, how a young Hōzuki boy overcame the stigma of the Bluebloods versus Greenbloods, embarked on a restless journey to overcome all who opposed him and re-travel through his story in hopes that people would learn from him. To begin, Fuku was born in the heat of summer in the Hōzuki compound, with the adamant father, Hōzuki Akira demanding that the young boy was kept as royal as theoretically possible. As this was during the last year of 'The Scarlet Years' in which the walls had been painted red.
In the fifth minute of Fuku's birth, an assassination attempt had already been foiled, the hydrophilic loving clan were using their power to protect the heir of the Hōzuki clan. The next in line. It would only be natural that this man would rise to greatness, and as a sign of a good omen- the blood that had been spilt marked out 'Freedom' on Fuku's stomach by his father, that would be his name. Fuku, the closest translation of Freedom and in an ironic twist of fate, most of Fuku's life would be spent isolated from everyone other than his clan. Even so, this was later found that the dead assailant had been none other than a Greenblood.
For those of lower intelligence, or tourists coming to Kirigakure, Greenbloods were those with Kekkai Genkai- deemed to be socially superior than the blue-bloods. People without Kekkai Genkai, like Hiden clans. Like the Hōzuki. A strife barren war that one of the founding clans of Kirigakure- took no part of was trying to be pulled into the mix of things, something that they would not do. Even after thirteen years, from the time in 8 SHJ where the Mizukage settled the first attempt at civil disputes had only brought down their expectations of a leader. They weren't being treated with the respect that a founding clan had deserved. As the leader of the Hōzuki clan, that in ten years after Fuku's birth would be one of the leading people to revolt against their oppressors. Two years old, and Fuku was already reading, writing and speaking. From what time had been spent alive had been improving Fuku's self worth. Hōzuki Akira had pooled his efforts into making his singular child possess the very best of teachers. Clearly, the man would wish for Fuku to learn legendary Hijutsu that made the Hōzuki so famous- Suika no jutsu. The first main thing was to make ascertain that Fuku wielded the correct affinity for it.
There was no mistake, though- his father was fairly certain that he was Suiton-natured, being pure Suiton-bred shinobi. The Shodai Mizukage had been dead for a year and the Nidaime had been put into power, a man by the name of Masumune Rokurou, the brother of the Shodai. The insurmountable man had crazy ambition and from the things that Fuku's father thought, was going to be a good thing. To bring Kirigakure into an isolation, making it entirely stabilized by the use of a naval fleet and to create a utopia- it was very far from that, however.
Fuku spent his time as a young child learning, and doing the things that young children did; playing with friends, most commonly other clan members and their children, Fuku had few people that he grew up with leading him to have a more qualitative friendship group, for the time that wasn't spent training. One of the memorable events in Fuku's childhood was that of when his father returned to him and spoke of great things to come for him, this memory only preceded him reading from a basic book, in the lap of his mother, Hōzuki Ki. Skipping forward another two years, at the age of five Fuku was old enough to live away from his parents. He would be going off to live in a monastary in Mizu no Kuni. This was in brilliant timing with the end of the first shinobi war that only spelled out a good omen for Kirigakure no Sato and ultimately, Fuku.
Fuku arrived at the monastery to where he would be spiritually trained, this was the very beinning of his journey- it was hard to mould an adult to believe in certain things or impose a certain philosophy onto someone when they had an opinion. Fuku was going to be a little experiment, and that was to instill the ideology and beliefs that a great leader would have. These monks at the monastary taught Fuku about buddhism, this provided him the unbiased and apathetic view he has today. They taught his body how to behave, resulting in his formality and pattern of speech, his accent. It was about moulding him into a way that would make him someone great. This form of 'training' wasn't all that great, however. In fact, there were some negatives to this.
Because of the strict views they had, and Fuku's tendancy to question things, later in his life he developed his argumentative nature, blunt in style and approach, being away from his parents led him to developing a meticulous behaviour towards certain features in his life, because he had to do them. If he didn't, who would? Fuku would wake early in the morning, put on his hakama and with a shaved head he spent time doing chores- raking a rock garden, meditating and working on his 'zen' to the raw training of his body and mind, spending time in the library to performing as many press-ups as he could. This kind of conditioning was said to be good for the mind. Who knew? Things were getting harder by the day, and each day was pushing Fuku even further than the previous.
This ridiculing work only lasted two years, but it was eighteen hours worth of punishment. Seven days a week, one day off every two weeks, it was something that his body was slowly getting used to. At aged six, he was took back from the monastery to return to his parents and the Hōzuki clan. What they had created was done, but these attributes would shine out later in his life. For now, he was a detached young boy, never really seeming to want his father or mother to be in proximity with him. They kind of ignored this, and went around to teach him the Suika no jutsu.
The training to do so was horrific, now that the boy could actually use his chakra he was found to be the possessor of the Suiton affinity. Fuku very quickly learned how to use the Suika no jutsu and single handedly became the youngest possessor of the Hijutsu at the young age of six, and had roughly spent a year to clean up his rough edges. They found, that he was just about ready to enter the ninja academy, where things would be radically different. However, even at seven years old that when Fuku had finally entered the academy there were some form of ostracising going on, something that Fuku had a good idea about. Bluebloods and Greenbloods. Fuku was a blue-blood, but because of his status as a founding clan of Kirigakure he was pretty much left alone by the KG-carriers of the academy, but if anything spoken down to a little. Fuku proclaimed that he would be better than them, and that was true.
He spent his time in helping out his blueblood classmates, to infuriate them and he found himself the object of their wrath by the end of the second year. At this time, he began picking up the art of the sword. It was something that interested him, but he had absolutely no idea how that would come to effect his later life- and would actually become one of his main attributes, to become a Swordsman of the Mist.
This is the time where tensions had been rising all across the village, and it was like the cork had been pulled off the bottle in one instantaneous night, that not even the Nidaime could instantly silence. Things were going to happen, and it was going to happen immediately. One of the main proponents to this was Hōzuki Akira, having had enough quite clearly began to shove back. Fuku could remember his position at the time, third year into the academy when people began bursting into the academy, parents of the children attending to the academy and taking their child, Fuku was left in the classroom whilst he stared outside, making the conclusion that something bad was happening. No, in fact, this was good.
It took time, but the civil war did not start, but in the time that it took- thirty one years since the creation of Kirigakure for the Bluebloods to be made equal. Finally, they were getting along a bit better- but that did not stop some of the behaviours made inherent to the Greenbloods of the academy- kind of dividing the classrooms from one side to the other. This, combined with Fuku's temperament didn't always go down so well. A little bit was to be said that he didn't really care, he was getting on fine as it were. He passed out of the academy and began a Genin at the age of thirteen, where he would continue practising his Bukijutsu skills and Suiton ninjutsu, alongside that and the Suika no jutsu that his clan had become famous for. As Fuku grew older he with his Genin team, where he had took the leadership from the beginning was trying to make things... easy for them. At this time is when Fuku met another girl called Kyoko- a woman two years his senior that had absolutely no interest in Fuku, but the boy relented. He had a crush on her.
Fuku was undoubtedly more skilled than the two of them, and even then at moments surprised his Jōnin Sensei. This was the first arc of his life, that would get him noticed by other people, and that was beating his Jōnin sensei in a fight. Weirdly, enough it was because this man had been overlooking Fuku's skill- and with the help of his team-mates, Fuku managed to use a split-second strike with some of the Suiton ninjutsu that he had been learning to beat him. Suddenly, training had been upgraded by seven notches and things suddenly became a lot harder.
Fuku enjoyed that, though.
Fuku was a workaholic, constantly doing missions by himself and with his team- only allotting a day off on sundays and even then he sometimes couldn't restrain himself from training. It was always about improving himself, which led to him developing the word 'Congo Zen' which literally meant 'Forever Polishing our Lives' Fuku spent two years as a Genin before he graduated to Chūnin on a field promotion, rather than a Chūnin exams. It was one eventful day that he was with his Jōnin sensei and team, after Fuku had wished off Kyoko at the same time to go on one of her own missions, already a Chūnin. They were doing a B-rank mission to eliminate some bandits, but was regarded as a simple mission for a Genin team due to information they recieved; a week prior, that they were all just civilians. When they arrived, they noted that actually, some of them were actually somewhat trained Ninjas- Genin level at the very least. So it was a test of his abilities, and working in a team they set off to eliminate these.
Thankfully, with the swordsmanship that Fuku had been learning, he began cutting through the men before they could react, because of him being a Hōzuki being able to take strikes that would otherwise kill a man using his Suika no jutsu. It was only after he finished that he stopped and stared at his destruction- even having never took a life before it made him a shell of a human being for the next couple of days, and a lot of talking for Fuku to understand this was an integral part of his life as a Shinobi.
As a Chūnin Some of the missions he began to take as a group were a lot harder. They involved death most of the time and unfortunately, while it hurt every time Fuku killed, he was sort of numbing himself to the pain. Fuku felt no pride or joy in doing it, but it had to be done. That, and Fuku began to collect trophies of his enemies. Swords, mainly. One notable B-rank mission left Fuku unable to take back many trophies so it was a case of blowing it up. This particular mission Fuku used nothing but a sword. At fifteen and a half years of age- his swordsmanship was beginning to be took notice of from around Kirigakure no Sato. Sure- he was no hotshot but he could still do some damage. And even moreso his Suiton ninjutsu- getting to the point where he could now start creating his own Suiton techniques. It was around this time that he actually got engaged to his girlfriend, Kyoko.
Kubikiribōchō was the name of the next sword his blade next came against. This was a sword that belonged to none other than a Jōnin Sensei of another team that he knew. Fuku had got this chance from where there was a academy meeting of all the people who became Chūnin. Fuku had been approached by the user and offered out a friendly challenge. Wholeheartedly- Fuku agreed. To put it bluntly, Fuku lost. with one swipe, his Katana had broke in two and the sword was at his throat- Fuku was amazed by the strength and sheer speed of the user despite being such a large sword and an average looking build. This was when Fuku began to take notice of the Kiri no Shinobigatana Shichinin Shū. Finally- he had something to work towards.
With some research that Fuku undertook, It seemed that if you could defeat their user in combat- you were rightfully able to claim the position and their sword as the reward. One of the first people that Fuku went to was to the wielder of the leader of this group- the wielder of Samehada. The wielder was a woman, a woman with monstrous chakra amounts that even for Fuku, was still quite dwarfed.
"Last fifteen seconds with me, Fuku-san, and I will show you how to beat one of us." and last fifteen seconds Fuku did. Two seconds in, his Katana had been broken already, four seconds in, there was a jarring gash cutting across Fuku's arm- as if shaven, eight seconds in- Fuku went flying head-first into a wall, ten seconds in, he avoided a strike that would've concaved his head into a mush- eleven seconds, yet another dodge. Thirteen seconds, Fuku had managed to cut through some of her clothing by throwing the rest of his Katana, still in his hand. two seconds and Samehada rested about a meter above his head.
This woman smiled at Fuku and placed the sword onto her back and as if nonchalantly offered her hand to Fuku. In short- Fuku was absolutely amazed. It made him feel... weak and insignificant compared to some of the people in Kirigakure no sato and even then, some of the people that were out there in the Elemental nations. It scared Fuku. But alas, he was going to train harder. The woman never directly trained Fuku. She only gave tips and things to do.
"Only you will find your style. A true swordsman will find their own style, and that is what makes someone great." Skipping forward a few years when he hit eighteen years of age, over these past couple of years the intensity of pressure from his parents forced him to become ostracised from his own family and henceforth- clan. While he would be left alone, he would never be truly at one with his own. They had been too pushy for far too long. Fuku's swordsmanship had exceeded and gone through the roof and it was at this age that Fuku took ownership of Nuibari. This was the sword that fit his style for the moment, and it was an incredibly easy battle. Why? Because Fuku had honed himself- and he had a girlfriend. Kyoko was her name, and his parents didn't like her in the slightest, not from day one, from where he had put a ring on her finger.
Fuku was happy. He could be himself around her, and emotional which was never really capable of happening. But that time had long passed- Fuku had something to strive for. Bringing himself back to the battlefield, with his fiancé in mind, he took on this woman. Fuku got married to the woman of his dreams with the express intent of doing so, because he didn't want to die alone. Sure, their relationship never had the greatest of romance or things, but they seemed to complete one another. Not in a way that Fuku was attached... which was unusual. But he wanted something else. Samehada, the sword that he had seen took chakra- and belittle others. Fuku sought out the woman, and fight her.
Rumours say, that the battle lasted for three days and three nights. That, was far from the truth. In truth, the battle lasted no more than three minutes. But the devastation during that time had desolated their battlefield. They had been deprived of their weapons, and resorted to pure Taijutsu- before Fuku managed to reach Samehada and strike Hinata down with her own sword.

Immediately after striking Hinata down, spikes protruded into Fuku's hand and for a brief moment, seemed to pulsate. Fuku couldn't let go, not without tearing off his dominant hand- but Fuku managed to let go before his hand was torn off and that would almost be the end of his career as a swordsman- Samehada had not accepted Fuku as it's owner. So with no wielder, and a sword that he couldn't use- the Nidaime retrieved the sword in place of Fuku. So he had to continue using Nuibari and struck down in a small depression because of it, but was quickly remedied by his wife, Kyoko. Along this road of his, he picks up a student by the name of Yasui Iku- taking a liking to the girl he makes her his student, even going to the length of killing the user of Kubikiribochou to give her a sword to use. However, such a disappointment that to this day, he is now without his wife. Kyoko-chan, his beloved wife passed away on a mission with Fuku himself in the midst of a fight between the both of them, and a group of Jonin. After being split up, and Fuku had dispatched the Jonin he found her once more, only being given a glancing second before she was engulfed in a bright orange flame. She was blown up by a user whom used Katon jutsu... and before he could see the perpetrator, he or she had long gone. Kyoko died in his arms and she gave Fuku her necklace. Her special necklace.
Later on in his life in teaching Iku and doing the missions that he loved doing, he found his state of mind at rest with his ex-wife dead and began a semi-relationship with his student, Iku that isn't exactly official. During this time, the Nidaime had died from natural illnesses that plagued his body. With these things on the line and nobody to lead, naturally the selection of candidates re-began. Fuku came up as the most natural candidate as the wielder of Nuibari. However, there was one other person- and that was the wielder of Shibuki. It was because of how long the user of the blade had been with Shibuki for so long and the prowess was undoubtedly notable.
Fuku was to become the Sandaime Mizukage, and with it- would be him relinquishing his blade, Nuibari. Now a honed swordsman and pioneer of the Suiton element, he was ready to take on the world- but he found that his isolation had gone on long enough. Now with the power of a country behind him, he was going to put Kirigakure back in the spotlight.

This had led him to be able to still continue weaving through handseals whilst fighting with a sword by Kenjutsu specific handsigns. ► Special Abilities
Silent Killing&Speed Always having a natural affinity to speed, quick movements and Shunshin, Fuku has became a naturally fast and silent moving predator- just like many of the SSM- not even making a sound when he moves and strikes. This fearsome ability and innate way of tracking and moving has led him to be the pioneer of most modern reconnaissance
